Needing attention

Any suggestions for those few kids that have their hands up all day? I want to reward them for raising their hands but would like others to have a chance to speak.

You could always just put each child's name on a popsicle stick and put them in a cup, so when you are having a discussion you can just pull names and that way everyone gets a turn and they don't think you are playing favorites with the ones that always have their hands up. I do this and it works great.
