Reading and Math Difficulties

I would appreciate any input into a student having difficulties differentiating among decoding and encoding rules and difficulties understanding place value in math. The earlier teachers found no problems with him. and he was described as an average student, so these difficulties might have come on suddenly. The student has no problems emotionally, physically, or nutritionally.
